R E S O L U T I O N
         WHEREAS, Deborah S. Gernes of Georgetown is retiring as
  general manager of Travis County Water Control and Improvement
  District No. 17 on May 3, 2017, concluding more than two decades of
  exemplary service; and
         WHEREAS, A graduate of the University of Massachusetts
  Amherst with a bachelor's degree in biology, Ms. Gernes also holds
  a master's degree in information systems from the Naval
  Postgraduate School; following her 20-year career as a surface
  warfare officer in the United States Navy, she joined the staff of
  Travis County WCID in February 1996; and
         WHEREAS, Under the able leadership of Ms. Gernes, the
  district has experienced dramatic growth, from 1,800 to 11,500
  accounts with assets totaling some $220 million, all while
  garnering recognition for its financial and operational
  efficiencies and conservation efforts; she has successfully
  overseen such capital projects as water plant upgrades, tank and
  pump station installations, and wastewater improvements, and she
  has spearheaded a number of programs that help supply clean water to
  underserved areas, including the Apache Shores, River Ridge, and
  Montview neighborhoods; moreover, she was instrumental in the
  establishment of the Lake Travis Regional Reuse and Recycling
  Center in 2015; and
         WHEREAS, Through her dedication, professionalism, and
  commitment to excellence, Deborah Gernes has greatly benefited the
  citizens of Travis County, and she may indeed reflect with pride on
  her exceptional record of achievement as she embarks on the next
  exciting chapter of her life; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Deborah S. Gernes on her retirement
  from Travis County Water Control and Improvement District No. 17
  and extend to her sincere best wishes for continued success; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Gernes as an expression of high regard by the Texas
  House of Representatives.
