R E S O L U T I O N
         WHEREAS, Kay Garcia McAnally is concluding a remarkable
  eight-year tenure on the Bastrop City Council in May 2017; and
         WHEREAS, First elected in 2009, Ms. McAnally has
  demonstrated an exceptional commitment to addressing the needs and
  concerns of her constituents throughout her two terms with the
  council; she was instrumental in the creation of the Bastrop Good
  Neighbor Fund, an emergency assistance program that covers utility
  costs for vulnerable residents, and she played a vital role in the
  construction of a handicap walkway to connect the Bastrop Public
  Library to nearby recreational facilities; furthermore, she
  spearheaded efforts to have computers donated to the city and its
  library, following the devastating Bastrop complex fires in 2011;
  and
         WHEREAS, Ms. McAnally has leveraged her understanding of
  marketing and advertising to help form the Bastrop Film Commission,
  and she has led in the establishment of such initiatives as the
  Bastrop Vision Task Force, the Bastrop Historic Chicken Sanctuary,
  and the Bastrop Art in Public Places program, which has transformed
  local streets through the addition of sculptures and transitional
  art pieces; to commemorate the contribution that area Mexican
  Americans made to the fight for equal education in Texas, she worked
  successfully for the awarding of an Official Texas Historical
  Marker and for the creation of the Minerva Delgado Park, named in
  honor of the lead plaintiff in a historic civil rights case; and
         WHEREAS, Over the years, Ms. McAnally has further
  volunteered her time and talents to the community as a member of the
  Main Street Advisory Board, the Bastrop Chamber of Commerce, the
  Bastrop Downtown Business Alliance, and the Bastrop Folklife
  Project; she is also cofounder of the Mary Ann Manlove Fisk Fund for
  Historic Preservation & Education; and
         WHEREAS, Dedicated to the betterment of Bastrop, Kay Garcia
  McAnally has worked tirelessly in behalf of her fellow citizens,
  and her many notable contributions have made the city an even better
  place in which to live, work, and raise a family; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby honor Kay Garcia McAnally for her exemplary
  service on the Bastrop City Council and extend to her sincere best
  wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. McAnally as an expression of high regard by the
  Texas House of Representatives.
