R E S O L U T I O N
|
|
|
WHEREAS, Sergeant Earl "Dub" Gillum of the Texas Highway |
|
Patrol demonstrated remarkable skill and composure on October 5, |
|
2016, when he saved the life of a man suffering a heart attack; and |
|
WHEREAS, On that day, Sergeant Gillum observed a stranded |
|
motorist with a flat tire on the shoulder of U.S. Highway 377; after |
|
approaching him to offer assistance, the officer noticed that the |
|
man appeared ill and offered to change his tire; moments later, the |
|
man cried out in pain before falling unconscious; and |
|
WHEREAS, Sergeant Gillum immediately called for emergency |
|
medical services and started first aid on the motorist, whom he |
|
later learned was experiencing diastolic heart failure; the officer |
|
eased him into a position on the ground where he could breathe and |
|
then worked to clear his airway to prevent him from asphyxiating; |
|
thanks to Sergeant Gillum's swift and effective response, the man |
|
survived and was subsequently rushed to a nearby hospital for |
|
treatment; Sergeant Gillum was later presented with a DPS |
|
Lifesaving Award for his actions; and |
|
WHEREAS, A veteran peace officer, Dub Gillum has dedicated |
|
more than 25 years to the Texas Highway Patrol; in addition to his |
|
work as a patrolman, he serves his department as the public |
|
information and safety education officer, a position that involves |
|
interacting with the media, relaying important information to other |
|
state agencies, and educating area residents, including children, |
|
about safety matters; and |
|
WHEREAS, By expertly applying his training in a dire |
|
situation, Sergeant Dub Gillum helped to avert a tragedy, and his |
|
actions have distinguished him as a truly outstanding member of the |
|
law enforcement profession; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 85th Texas |
|
Legislature hereby commend Sergeant Dub Gillum for rendering |
|
lifesaving aid to a fellow Texan and extend to him sincere best |
|
wishes for the future; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Sergeant Gillum as an expression of high regard by the |
|
Texas House of Representatives. |
