A BILL TO BE ENTITLED
 
AN ACT
 
  relating to the requirement for parental consent for a minor to join
  a labor union.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 101, Labor Code, is
  amended by adding Section 101.1175 to read as follows:
         Sec. 101.1175.  PARENTAL CONSENT FOR MINORS. (a)  In this
  section, "minor" means an individual younger than 18 years of age
  who has not had the disabilities of minority removed for general
  purposes under Chapter 31, Family Code.
         (b)  Notwithstanding Section 101.001, a labor union may not
  accept a minor as a member unless the labor union obtains on a form
  provided by the Texas Workforce Commission the signed consent of
  the minor's parent, managing conservator, or guardian.
         SECTION 2.  Not later than November 1, 2017, the Texas
  Workforce Commission shall develop the form required by Section
  101.1175, Labor Code, as added by this Act.
         SECTION 3.  Section 101.1175, Labor Code, as added by this
  Act, applies only to a minor who applies to join a labor union on or
  after January 1, 2018.  A minor who applies to join a labor union
  before that date is governed by the law in effect on the date the
  minor applies to join the labor union, and the former law is
  continued in effect for that purpose.
         SECTION 4.  This Act takes effect September 1, 2017.
