A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to inclusion of instruction regarding police officers in |
|
the required curriculum for ninth grade public school students. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 28.025, Education Code, is amended by |
|
adding Subsection (b-20) to read as follows: |
|
(b-20) The State Board of Education shall adopt rules to |
|
include in the required curriculum for students in ninth grade |
|
instruction regarding: |
|
(1) the role of law enforcement and the duties and |
|
responsibilities of police officers; |
|
(2) a person's rights concerning interactions with |
|
police officers; |
|
(3) proper behavior for civilians and police officers |
|
during interactions; |
|
(4) laws regarding questioning and detention by police |
|
officers, including any law requiring a person to present proof of |
|
identity to a police officer, and the consequences for a person's or |
|
officer's failure to comply with those laws; and |
|
(5) how and where to file a complaint against a police |
|
officer. |

SECTION 2. This Act applies beginning with the 2018-2019 |
|
school year. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2017. |
