A BILL TO BE ENTITLED
 
AN ACT
  relating to the state's contribution to the financing of public
  education.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 42.001, Education Code, is amended by
  adding Subsection (c) to read as follows:
         (c)  It is the policy of this state that the state's
  contribution to the financing of public education should not
  decrease as a result of an increase in local property values. To
  further that policy, the legislature shall provide in the General
  Appropriations Act for a basic allotment under Section 42.101 and a
  guaranteed level of state and local funds per weighted student per
  cent of tax effort under Section 42.302 that are sufficient to
  result in at least a level of state expenditure equal to the state's
  expenditure for the preceding biennium.
         SECTION 2.  Chapter 46, Education Code, is amended by adding
  Subchapter E to read as follows:
  SUBCHAPTER E. STATE POLICY
         Sec. 46.101.  STATE POLICY. It is the policy of this state
  that the state's assistance in the financing of instructional
  facilities and payment of existing debt should not decrease as a
  result of an increase in local property values. To further that
  policy, the legislature shall provide in the General Appropriations
  Act for a guaranteed level of state and local funds per student per
  cent of tax effort under Sections 46.003 and 46.032 that are
  sufficient to result in at least a level of state expenditure under
  this chapter equal to the state's expenditure under this chapter
  for the preceding biennium.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
