A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study and report regarding best practices in the |
|
provision of dual credit courses by public institutions of higher |
|
education and the transfer of course credit between those |
|
institutions. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter C, Chapter 61, Education Code, is |
|
amended by adding Section 61.0667 to read as follows: |
|
Sec. 61.0667. STUDY ON BEST PRACTICES IN DUAL CREDIT AND |
|
CREDIT TRANSFER. (a) The board shall conduct a study to identify |
|
best practices in ensuring that dual credit courses provided by an |
|
institution of higher education and courses transferred to an |
|
institution of higher education for course credit apply toward a |
|
degree program at the institution. |
|
(b) The study must: |
|
(1) evaluate existing articulation agreements under |
|
which institutions of higher education provide dual credit courses |
|
to school district students or that govern the transfer of course |
|
credit between institutions of higher education; and |
|
(2) identify those institutions of higher education |
|
that are implementing the best practices identified under |
|
Subsection (a). |
|
(c) On request, an institution of higher education shall |
|
provide information to the board as necessary for the board to |
|
perform its duties under this section. |
|
(d) Not later than September 1, 2018, the board shall submit |
|
to the legislature the results of its study under this section and |
|
recommendations for legislative or other action. |
|
(e) This section expires September 1, 2019. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2017. |
