A JOINT RESOLUTION
  proposing a constitutional amendment regarding a transfer of money
  from the economic stabilization fund to the permanent fund
  supporting military and veterans exemptions to fund tuition and fee
  exemptions for children of veterans.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 49-g, Article III, Texas Constitution,
  is amended by adding Subsection (p) to read as follows:
         (p)  Not later than the 30th day after the effective date of
  this provision, the comptroller shall transfer $400 million from
  the economic stabilization fund to the permanent fund supporting
  military and veterans exemptions. The transferred amount shall be
  held in the permanent fund supporting military and veterans
  exemptions and any interest or other earnings attributable to that
  amount shall be credited to the permanent fund supporting military
  and veterans exemptions as amounts available to be appropriated to
  offset the cost to public institutions of higher education of
  providing tuition and fee exemptions to children of veterans as
  provided by general law.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2017.  
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment providing for the
  transfer of $400 million from the economic stabilization fund to
  the permanent fund supporting military and veterans exemptions to
  fund tuition and fee exemptions for children of veterans."
