SENATE RESOLUTION NO. 96
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Dr. Walter Penk for his 60 years of exceptional service
  to the nation's veterans; and
         WHEREAS, Through years of practice and research, Dr. Penk
  has had a profound impact on the lives of countless people; his
  work has revolutionized the way society thinks about and treats
  such conditions as post-traumatic stress disorder, addictive
  disorders, homelessness, and mental illness among veterans; and
         WHEREAS, He began his career as a mentor and teacher during
  the Eisenhower administration; in 1962, he joined the United
  States Department of Veterans Affairs, where he remained until
  his retirement in 2003; he continues to serve as an instructor at
  Texas A&M University and remains active through his work with a
  wide range of review and administrative boards responsible for
  treating veterans of recent conflicts; and
         WHEREAS, Dr. Penk has been instrumental in shifting
  treatment for mental disorders from repeated hospitalizations to
  an emphasis on functional recovery, community integration, and
  the psychosocial benefits of education and employment; his
  research was among the first to empirically demonstrate that
  outpatient services are more effective than inpatient
  hospitalization; and
         WHEREAS, Dr. Penk has contributed immeasurably to the
  study of psychology as it relates to veterans, and he is truly
  deserving of special recognition; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 85th
  Legislature, hereby commend Dr. Walter Penk on his exceptional
  achievements in the field of mental illness treatments for
  veterans and extend to him best wishes for continued success in
  all his endeavors; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of high regard from the Texas Senate.
