SENATE RESOLUTION NO. 96
|
|
|
WHEREAS, The Senate of the State of Texas is pleased to |
|
|
recognize Dr. Walter Penk for his 60 years of exceptional service |
|
|
to the nation's veterans; and |
|
|
WHEREAS, Through years of practice and research, Dr. Penk |
|
|
has had a profound impact on the lives of countless people; his |
|
|
work has revolutionized the way society thinks about and treats |
|
|
such conditions as post-traumatic stress disorder, addictive |
|
|
disorders, homelessness, and mental illness among veterans; and |
|
|
WHEREAS, He began his career as a mentor and teacher during |
|
|
the Eisenhower administration; in 1962, he joined the United |
|
|
States Department of Veterans Affairs, where he remained until |
|
|
his retirement in 2003; he continues to serve as an instructor at |
|
|
Texas A&M University and remains active through his work with a |
|
|
wide range of review and administrative boards responsible for |
|
|
treating veterans of recent conflicts; and |
|
|
WHEREAS, Dr. Penk has been instrumental in shifting |
|
|
treatment for mental disorders from repeated hospitalizations to |
|
|
an emphasis on functional recovery, community integration, and |
|
|
the psychosocial benefits of education and employment; his |
|
|
research was among the first to empirically demonstrate that |
|
|
outpatient services are more effective than inpatient |
|
|
hospitalization; and |
|
|
WHEREAS, Dr. Penk has contributed immeasurably to the |
|
|
study of psychology as it relates to veterans, and he is truly |
|
|
deserving of special recognition; now, therefore, be it |
|
|
RESOLVED, That the Senate of the State of Texas, 85th |
|
|
Legislature, hereby commend Dr. Walter Penk on his exceptional |
|
|
achievements in the field of mental illness treatments for |
|
|
veterans and extend to him best wishes for continued success in |
|
|
all his endeavors; and, be it further |
|
|
RESOLVED, That a copy of this Resolution be prepared for |
|
|
him as an expression of high regard from the Texas Senate. |
