SENATE RESOLUTION NO. 613

WHEREAS, The Senate of the State of Texas is pleased to recognize Stafford Mayor Leonard Scarcella, members of the Stafford City Council, and Stafford residents for their success in establishing a 100 percent local property tax abatement; and

WHEREAS, Leonard Scarcella has served as mayor of Stafford since 1969 and is one of the longest-serving mayors in the nation; in 1995, he prioritized the elimination of local property taxes for homeowners and businesses and was met with support from city council members who voted for the measure and from citizens who participated in the discussion of how to best facilitate the transition; and

WHEREAS, For the last 22 years, the city has managed all public spending through the municipal sales tax fund and has met the needs of the community without incurring additional debt; the city's innovative approach to fiscal management has led to a notable increase in cash resources and has saved residents and businesses thousands of dollars in taxes each year; and

WHEREAS, The tax abatement led to an era of development in Stafford, and the city continues to attract new businesses and homeowners that contribute to its flourishing economy; local administrators and residents can indeed take pride in their long-term success; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 85th Legislature, hereby commend Mayor Leonard Scarcella, the members of the Stafford City Council, and Stafford residents for their diligent efforts to ensure a bright and prosperous future for their community and extend to them best wishes for continued success; and, be it further

RESOLVED, That a copy of this Resolution be prepared for the city as an expression of esteem from the Texas Senate.
