SENATE RESOLUTION NO. 763
         WHEREAS, The Successful Treatment of Addiction through
  Collaboration (STAC) Court of Dallas County is marking its 10th
  anniversary in 2017, and this milestone provides a fitting
  opportunity to pay tribute to this exemplary program and its
  significant contributions to the Lone Star State; and
         WHEREAS, Treatment courts are recognized nationally as one
  of the most successful criminal justice interventions for higher
  risk, nonviolent, chemically dependent offenders; research
  demonstrates that the majority of drug offenders sentenced to
  prison recidivate, as do 40 percent of those sentenced to
  probation, while fewer than 17 percent of Drug Court graduates
  recidivate; and
         WHEREAS, The STAC Court is designed to handle cases
  involving nonviolent, chemically dependent offenders who qualify
  to be eligible; the court provides an intensive, judicially
  monitored program of drug treatment and rehabilitation services
  through a rigorous, four-phased, 12 to 18 month program; and
         WHEREAS, Since the inception of the STAC Court, over 1,600
  clients have graduated from the program, and all of them were
  drug free and gainfully employed or engaged in academic settings
  at the time of graduation; the program has demonstrated that
  recovery and transformation for one person means a stronger
  family and community that benefits everyone; and
         WHEREAS, Many dedicated individuals are responsible for
  the successful implementation of the STAC Court program,
  including the Honorable Lela Mays and the Honorable Gracie Lewis,
  who preside over the court; and
         WHEREAS, Through the exceptional efforts of all these
  committed individuals, the STAC Court is playing a crucial role
  in healing lives and strengthening the fabric of society in its
  community; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 85th
  Legislature, hereby commend all those associated with the
  Successful Treatment of Addiction through Collaboration Court of
  Dallas County for the outstanding results achieved by the program
  over the course of the past decade and extend to all sincere best
  wishes for continued success.
