SENATE RESOLUTION NO. 770
|
|
WHEREAS, Fred Hines is retiring as president and chief |
|
executive officer of Clarity Child Guidance Center in 2018, |
|
drawing to a close two decades of exemplary service to the center |
|
and its patients; and |
|
|
WHEREAS, A graduate of the University of Nebraska Omaha, |
|
Mr. Hines earned a masters degree in business administration |
|
from Creighton University and served as chief executive officer |
|
of Planned Parenthood in Omaha; in 1978, he moved to San Antonio, |
|
where he was chief executive officer of Planned Parenthood South |
|
Texas, and he subsequently led the city's largest hospice |
|
organization; when the hospice merged with the Visiting Nurse |
|
Association, he took over as chief executive officer of the |
|
combined entity; and |
|
|
WHEREAS, Mr. Hines has served as president and chief executive |
|
officer of Clarity Child Guidance Center, a comprehensive behavioral |
|
and mental health treatment facility for children, since 1998; |
|
the center is also a teaching hospital for the Child and Adolescent |
|
Psychiatry Department of The University of Texas Health Science |
|
Center at San Antonio, and it annually treats 1,600 inpatients |
|
and 30,000 outpatients; and |
|
|
WHEREAS, Under the dynamic leadership of Mr. Hines, the |
|
center completed a $21 million expansion that increased the main |
|
location's inpatient capacity, added a crisis assessment unit, |
|
and established an outpatient clinic on the West Side of San |
|
Antonio; the center has earned the Ethics in Business Award from |
|
the Ecumenical Center for Religion and Health and The University |
|
of Texas at San Antonio College of Business, and it was rated as |
|
one of San Antonio's outstanding employers by the San Antonio |
|
Express-News; moreover, in 2016, Mr. Hines won the San Antonio |
|
Business Journal CEO Award; and |
|
|
WHEREAS, This esteemed professional has served on many |
|
advisory committees and workgroups devoted to improving mental |
|
health care in Bexar County, and he is a member of the National |
|
Association for Children's Behavioral Health and BioMed SA |
|
boards; and |
|
|
WHEREAS, Through his dedication to the highest standards |
|
of his profession, Mr. Hines has greatly benefited the lives of |
|
countless children and families in the San Antonio area, and he |
|
may reflect with pride on his many achievements as he embarks |
|
upon the next exciting chapter of his life; now, therefore, be it |
|
|
RESOLVED, That the Senate of the State of Texas, 85th |
|
Legislature, hereby congratulate Fred Hines on his retirement as |
|
president and chief executive officer of Clarity Child Guidance |
|
Center and extend to him sincere best wishes for the future; and, |
|
be it further |
|
RESOLVED, That a copy of this Resolution be prepared for |
|
Mr. Hines as an expression of high regard from the Texas Senate. |
