No significant fiscal implication to the State is anticipated.

The bill would require public and private postsecondary educational institutions to adopt a policy on campus sexual assault, family violence and stalking. The bill would require the institutions to develop and establish an online reporting system. The bill would also require each peace officer employed by the institution to complete training on trauma-informed investigation into allegations of sexual assault and enter into a memorandum of understanding with law enforcement agencies, sexual assault advocacy groups and other entities to facilitate effective communication and coordination regarding allegations of sexual assault at the institutions. Under provisions of the bill, the Higher Education Coordinating Board would be required to adopt rules as necessary to implement and enforce provisions of the bill including rules that ensure confidentiality of student educational information. Based on the analysis provided by institutions of higher education, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. It is assumed that the Higher Education Coordinating Board could implement provisions of the bill within existing resources.
