No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code to require additional publication requirements for National Pollutant Discharge Elimination System (NPDES) permits. Under the provisions of the bill, the new requirements would only apply to applications filed with Commission on Environmental Quality (TCEQ) after the effective date of the bill.
TCEQ estimates there would be minimal costs associated with implementing the provisions of the bill.
The bill would take effect September 1, 2017.
Local Government Impact
Based on information provided by TCEQ, units of local government do apply for and operate facilities that would be subject to this bill. However, no significant fiscal implication to units of local government is anticipated based on the number of notices of public meetings issued each year.
