No significant fiscal implication to the State is anticipated.
The bill would amend the Business and Commerce code to exempt the intrastate manufacture of a firearm, a firearm accessory, or ammunition from federal regulation. The bill would require the Office of the Attorney General to seek a declaratory judgement from a federal district court that this exemption is consistent with the United States Constitution upon a citizen's notification of intent to manufacture a firearm, firearm accessory, or ammunition in accordance with this bill.
The Office of the Attorney General does not anticipate any additional legal work as a result of the passage of this bill.
The bill would take effect September 1, 2017.
