Honorable Jodie Laubenberg, Chair, House Committee on Elections
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB151 by Simmons (Relating to a proposition to approve the issuance of bonds or other debt.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would amend the Election Code requiring all propositions for bond issuances to be held on the November uniform election date. The bill would require any authority that is required to hold elections for bond issuances outside the November uniform election date to set the election date to comply with the bill.
The bill would take effect September 1, 2017.
The Secretary of State would be able to comply with the provisions of the bill using existing resources.
Local Government Impact
The Texas Education Agency (TEA) states that school districts might have to delay holding bond elections in certain circumstances but there would be no costs to local school districts as a result of the bill.
