No significant fiscal implication to the State is anticipated.
The  bill would require the Texas Education Agency (TEA) to conduct a study to examine the costs of educating students that are educationally disadvantaged and students of limited English proficiency (LEP).

The agency would be required to determine if the compensatory education allotment was adequate for meeting the educational needs of students who are educationally disadvantaged and what adjustments would be required to provide adequate funding if the allotment was determined to be inadequate. The agency would also be required to determine if the bilingual education allotment was adequate for meeting the educational needs of LEP students and what adjustments would be required to provide adequate funding of the bilingual allotment if it was determined to be inadequate.

The bill would require TEA to submit a report of the results of the study to each standing legislative committee with primary jurisdiction over primary and secondary education by January 1, 2018.

The agency estimates there would be minimal costs associated with implementing the provisions of the bill.
