No significant fiscal implication to the State is anticipated.
This bill would permit a student enrolled in a special education program to earn an endorsement if the student successfully completes, with or without modifications, the curriculum requirements for the Foundation High School Program, and without modifications the additional mathematics, science, and elective courses required for an endorsement.
The bill would take immediate effect if it receives a two-thirds vote of both houses of the Legislature. Otherwise it would take effect September 1, 2017. It would apply beginning with the 2017-2018 school year.
The Texas Education Agency indicates that any costs associated with the bill could be absorbed within the agency's existing resources.
