No significant fiscal implication to the State is anticipated.
The bill would amend the Parks and Wildlife Code regarding the required monthly transfer of 15 percent of boat registration and titling fee revenue from the Game, Fish, and Water Safety Account No. 9 (Fund 9) to the State Parks Account No. 64 (Fund 64). The bill would make this transfer permissive instead of mandatory and allow the percentage transferred to fluctuate up to 15 percent of the total at the discretion of the Parks and Wildlife Department (TPWD).
This analysis assumes that the transfer would continue to take place at 15 percent each month. Based upon information provided by the agency, the amount anticipated to be transferred under this provision each fiscal year of the 2018-19 biennium is $2,985,224. However, depending on action taken by TPWD related to amounts transferred, there could be a gain of up to $2,985,224 in Fund 9 and a corresponding loss of the same amount in Fund 64.
