No significant fiscal implication to the State is anticipated.
The bill would require the board of trustees of each school district to adopt a policy that requires the district to give written notice to parents, at least once every 12 weeks, of the number of students enrolled in each of their child's classes on the last day of the period for which the notice is given and every three weeks, or during the fourth week of each nine-week grading period, if their child is not performing satisfactorily in the foundation curriculum.
The bill would take effect immediately if passed within the necessary voting margins, or on September 1, 2017, and would apply beginning school year 2017-18.
Local Government Impact
The bill would require school districts to modify their report cards to reflect the number of students in each student's class for which a grade is given. Cost related to software modifications associated with the provisions of the bill would vary based on district software. According to the Texas Education Agency, these costs could range from $2,000 to $20,000 per district.
