No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to require the State Board for Educator Certification to propose rules requiring that continuing education requirements for classroom teachers and counselors include instruction related to appropriate relationships, boundaries, communication between educators and students. The bill would also require the continuing education requirements for principals to include instruction related to recognizing, preventing, and reporting inappropriate relationships between educators and students. The bill would take effect immediately if passed within necessary voting margins, or September 1, 2017, and would apply beginning school year 2017-18.
The Texas Education Agency indicates any costs associated with the provisions of the bill could be absorbed within existing resources.
Local Government Impact
School districts and regional education service centers that provide professional development for teachers, principals, counselors may incur costs related to modification of existing professional development curriculum. However, these costs are not expected to be significant due to the ongoing modifications and enhancements to training materials.
