LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

March 22, 2017

TO:
Honorable Geanie W. Morrison, Chair, House Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB561 by Murphy (Relating to the registration and operation of golf carts and utility vehicles; authorizing a fee.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to authorize the Department of Motor Vehicles (DMV) to register a commercial utility vehicle (CUV), as defined by the bill, for limited operation on a public highway. The bill would authorize the DMV to issue license plates to a CUV. The DMV would be required to establish a procedure, by rule, for the issuance of plates for operation. The DMV would be authorized to charge a fee not to exceed $25 for the cost of the license plate.

Based on the information provided by the DMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources and the issuance of CUV license plates would not result in a significant impact to state revenue.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
