No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to require the Department of Public Safety to include on personal identification certificates and driver's licenses issued to legal permanent residents or lawfully admitted refugees or asylees of the United States an indication that the certificate or license is not valid proof of identity for voting purposes. The bill would also require legal permanent residents or lawfully admitted refugees or asylees of the United States to include a full set of fingerprints in an application for a driver's license. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing resources.
The bill would take effect on September 1, 2017.
