No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to add refugees and asylees to the category of individuals receiving driver licenses and personal identification certificates with a one-year expiration. Currently, refugees and asylees are treated as permanent residents, and have 6 years to renew their driver licenses and personal identification certificates license. The bill would also require a refugee or asylee's application for a driver's license or personal identification certificate to include a complete set of the applicant's fingerprints.
The bill could result in a positive revenue impact related to the frequency of renewal and the fees associated with renewal; however, it is not anticipated to be significant. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing resources. The bill would take effect on September 1, 2017.
