No fiscal implication to the State is anticipated.

The bill would amend the Education Code to require a grade placement committee (GPC) to use certain criteria in determining whether students in grades 5 and 8 qualify for promotion after failing to perform satisfactorily on the reading or mathematics assessment three times.
