No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code as it relates to certain notices and information about certain offenders released from the Texas Department of Criminal Justice (TDCJ) and notices of executive clemency recommendations from the Board of Pardons and Paroles (BPP). The bill would require BPP to notify certain officials upon the Board's recommendation of executive clemency. The bill also would require TDCJ to establish and maintain a database to provide criminal justice agencies with information about certain TDCJ releases and to provide notice to certain entities of certain warrants issued. The Office of Court Administration, TDCJ, and BPP indicate any additional work resulting from the passage of the bill could be reasonably absorbed within existing resources. The bill would take effect September 1, 2017 and would require TDCJ to establish the database by January 1, 2018. The provisions of the bill would apply to BPP decisions made on or after January 1, 2018.
