No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to prohibit districts of innovation from adopting local innovation plans exempting the district from provisions of the Education Code relating to student discipline and alternative settings for behavior management. The bill applies only to a local innovation plan adopted or renewed on or after the effective date of the bill. The bill would take effect immediately if passed within then necessary voting margins, or September 1, 2017.
The Texas Education Agency indicates the bill could be implemented with existing resources.
Local Government Impact
Future districts of innovation may incur costs they would have otherwise avoided. Costs would vary depending on the size of the district and the extent to which the district of innovation already meets the requirements of the Texas Education Code, Chapter 37, Subchapter A.
