LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

March 18, 2017

TO:
Honorable Jodie Laubenberg, Chair, House Committee on Elections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB675 by Fallon (Relating to the days and hours early voting is conducted at a temporary branch early voting polling place.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code relating to the days and hours for early voting at a temporary branch. The bill would require election authorities that have five of more temporary branch polling locations to require that at least 80 percent of the temporary branch polling locations have the same hours and days as the main early voting polling place. The bill would exempt polling locations at churches.

Sections 85.068(a) and Section 85.065 of the Election Code are repealed.

The bill would take effect September 1, 2017.

Local Government Impact

Bexar and Chambers Counties estimate no fiscal impact; while Fort Bend County estimates no significant fiscal impact from the provisions of the bill.

Williamson County estimates converting 18 temporary locations to full-time operation to match the days and hours of the main early voting location, pursuant to the bill, and it would result in costs to the county. Williamson County assumes a rate of $450 per site per day per temporary branch. Williamson County established 18 temporary voting locations in the last November election.
