No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to prohibit the commissioner or the Texas Education Agency from adopting or implementing any performance indicator in any monitoring system that would solely evaluate the total number or percentage of students who receive special education services. In addition, the bill establishes that the prohibited performance indicator does not limit the commissioner or the agency from meeting federal law related to the collection and examination of data on the identification, placement, and disciplinary actions of children based on race or disabilities.
