No significant fiscal implication to the State is anticipated.
The bill prohibits the commissioner from limiting certain challenges to an agency decision relating to an academic or financial accountability rating. The bill also prohibits the commissioner from revoking a charter or reconstituting a charter's governing body if a school's rating is changed to Not Rated as the result of a certain challenges.
The bill would take effect September 1, 2017, or immediately if passed with the necessary voting margins, and would apply beginning with school year 2017-18.
Local Government Impact
TEA anticipates this will result in fewer schools districts having lower accountability ratings and fewer charters being revoked as a result of a data collection or calculation error.
