LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 12, 2017

TO:
Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB970 by Cortez (Relating to the establishment of a state plan for Streptococcus pneumoniae education and prevention.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 94A, Health and Safety Code, relating to the establishment of a state plan for Streptococcus pneumoniae education and prevention. The Department of State Health Services (DSHS) would be required to develop and update a state plan for Streptococcus pneumoniae education and prevention and update it at least every five years. The bill would require DSHS to seek input from stakeholder groups, including other health and human services agencies, the Teachers Retirement System (TRS) and the Employees Retirement System (ERS), in developing the plan. The plan is required to include health education, public awareness, and information on the agency's website about the prevention, treatment, and detection of diseases caused by Streptococcus pneumoniae. Based on LBB's analysis of DSHS, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. The bill would take effect September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
