No significant fiscal implication to the State is anticipated.

The bill would amend the Local Government Code requiring a political subdivision to provide the governor a notice of a proposed conveyance of land owned by the political subdivision to the United States. The notice must be sent 30 days before the notice is published or the land is offered for sale or exchange. The political subdivision must submit a formal request for approval of the sale or exchange. The governor must provide written notice of disapproval no later than 30 days after the request is received. The bill would exempt sales or exchanges of public land for a federal post office.

The General Land Office (GLO) would be required to post on its website the entity acquiring the land, the entity offering the land for sale or exchange, the purchase price or value of the land, and the date of the sale or exchange. A political subdivision would be required to provide GLO with the information no later than 30 days after the sale or exchange.

The bill would take effect September 1, 2017.

According to Texas Association of Counties (TAC), no fiscal impact to local government is anticipated.
