No fiscal implication to the State is anticipated.
The bill would amend various sections of code granting the Hidalgo County Irrigation District No 5, 6, and 16, the Hidalgo County Municipal Utility District No. 1, and Uvalde County Underground Water Conservation District granting the entities eminent domain authority.
The districts may exercise their eminent domain authority by submitting a letter to the comptroller no later than December 31, 2017. Ninety days after submitting the letter the district may exercise its eminent domain authority.
The bill would take effect on September 1, 2017 only if a two-thirds of each house approve.
