No fiscal implication to the State is anticipated.
The bill would amend the Special District Local Laws Code granting the Hidalgo County Irrigation District No 5, 6, and 16 and the Hidalgo County Municipal Utility District No. 1 granting the entities eminent domain authority.
The districts may exercise their eminent domain authority by submitting a letter to the comptroller no later than December 31, 2017. Ninety days after submitting the letter the district may exercise its eminent domain authority.
The bill would take effect on September 1, 2017 only if two-thirds of each house approve.
