LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION
Revision 1

March 6, 2017

TO:
Honorable Four Price, Chair, House Committee on Public Health

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1067 by Meyer (Relating to newborn screening tests for adrenoleukodystrophy.), As Introduced

No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code relating to newborn screening tests for adrenoleukodystrophy (ALD).

Health and Safety Code Chapter 33 currently requires the Department of State Health Services (DSHS) to screen for disorders listed as core and secondary conditions in the Recommended Uniform Screening Panel of the Secretary's Advisory Committee on Heritable Disorders in Newborns and Children, to the extent funding is available. ALD is listed among core conditions in the Recommended Uniform Screening Panel, however DSHS does not currently screen for ALD. The bill would not add a new requirement to DSHS, therefore it is assumed this bill would have no significant fiscal impact.  The bill would be effective September 1, 2017.

Local Government Impact

According to the Texas Association of Counties the fiscal impact to counties cannot be determined.
