No significant fiscal implication to the State is anticipated.
The bill would amend Education Code Section 33.085 to allow the University Interscholastic League (UIL) to require an individual authorized to officiate a UIL contest to submit a subsequent criminal background check once every three years. This would be in addition to the initial background check required under existing law. UIL could charge a fee to defray the cost of administering this provision.
Each official who was registered with UIL prior to the effective date of the bill would have to submit a subsequent background check no later than September 1, 2020. The bill would take effect September 1, 2017.
Based on the LBB's analysis, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
Local Government Impact
Although participating school districts may have increased costs relating to the bill's requirements, these are expected to be nominal because districts may charge fees to offset any such costs.
