LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

March 20, 2017

TO:
Honorable Lyle Larson, Chair, House Committee on Natural Resources

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1083 by Perez (Relating to authorizing a regulatory authority to establish reduced water utility rates funded by donations for the benefit of elderly customers.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code relating to authorizing a regulatory authority to establish reduced water utility rates funded by donations for the benefit of elderly customers. Based on the analysis by the Public Utility Commission of Texas and the Comptroller of Public Accounts, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

According to the Texas Municipal League, the fiscal impact cannot be determined because it is unknown how many utilities would establish a lower rate and the amount of donations that might be received. However, the fiscal impact to units of local government are not anticipated to be significant.
