Honorable Dan Huberty, Chair, House Committee on Public Education
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB1152 by Davis, Sarah (Relating to a referendum requirement before changing the name of a school district by the district board of trustees.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would require the board of trustees of an independent school district to obtain the approval of the majority of voters in a referendum election before changing the name of the school district and provide a copy of the election results to the Commissioner of Education if the name change is approved.
The bill would take effect September 1, 2017, or immediately if passed with the necessary voting margins.
Local Government Impact
No significant fiscal implication to units of local government is anticipated. According to information provided by the Texas Education Agency, the referendum would likely have minimal additional local cost for a school district because a school district can combine the election to rename a school district with elections for other purposes.
