LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 3, 2017

TO:
Honorable Carol Alvarado, Chair, House Committee on Urban Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1185 by Fallon (Relating to the authority of general-law municipalities to impose term limits on the members of their governing bodies.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to permit certain municipalities to order an election to impose, amend or repeal municipal term limits. The bill would not apply to a term that a member of a government body was serving or was elected before the date the election was held.

The bill would take effect immediately if it receives two-thirds votes in each house; otherwise, the bill would take effect September 1, 2017.

Local Government Impact

There would be a fiscal impact to local governments who hold an election; however, those costs would vary by municipality and are not anticipated to be significant.
