No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to modify the eligibility requirements and duties of commissioners of public housing authorities. Expands an existing residential requirement for municipal authorities to include areas outside the jurisdiction of the housing authority as determined by the municipality. For county authorities, removes a restriction on employees or officers of the county serving as commissioners and replaces it with a residential requirement. Removes a requirement on certain commissioners being tenants of the authority for counties with fewer than 150 public authority households following public notice. Allows the Executive Director to hire certain employees and set their compensation.
The bill would take effect September 1, 2017.

According to the Texas Association of Counties, the bill is not anticipated to have significant fiscal impact on counties.
