No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code relating to violations detected by a photographic traffic signal enforcement system. The bill would prohibit a county assessor-collector and the Texas Department of Motor Vehicles from refusing to transfer the title or register a vehicle based solely on an alleged violation or because the owner is delinquent in the payment of a civil penalty.

The bill would take effect September 1, 2017.

According to the Comptroller of Public Accounts and the Department of Motor Vehicles the bill would not result in a significant fiscal impact. 

Local Government Impact

According to Texas Association of Counties (TAC), no significant fiscal impact is anticipated.
