No significant fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to authorize the transfer of management and control of a municipal electric utility serving 400,000 or more customers in a municipality with a population of less than 850,000 to a board of trustees appointed by the governing body.
According to the Public Utility Commission, the bill would have no significant fiscal impact to the state and could be accomplished using existing resources.
Th bill would take effect immediately if it receives a vote of two-thirds of each house. If the bill does not receive the vote necessary for immediate effect it would take effect September 1, 2017.
