No fiscal implication to the State is anticipated.

The bill would amend the Election Code relating to temporary branch polling places. The bill would require early voting sites to remain open for 8 hours or 3 hours each day if the city or county clerk does not serve as the early voting clerk for the territory holding the election and the territory has fewer than 1,000 registered voters. 

The bill would repeal Sections 85.064(a)  and (c) and 85.065 of the Election Code.

The bill would take effect September 1, 2017.

Local Government Impact

According to Dallas County no fiscal impacts to local governments are anticipated. 

According to El Paso County there could be a savings of $144 t0 $21,600 per election, based on the time period of the election, by not requiring the temporary branch locations to stay open the same hours as the main branch. Section 85.062 (c) of the bill could make it harder for counties to secure voting sites if the polling booths are not allowed to be moved within polling locations.
