No significant fiscal implication to the State is anticipated.

The bill would amend Government Code to prohibit salary increases or bonuses to administrative heads of state agencies unless the agency meets goals relating to contracting with historically underutilized businesses.

The Comptroller of Public Accounts indicates that, while the exact effect on state payroll costs cannot be determined, the impact of the bill would not be significant.

The bill would be effective September 1, 2017.

No significant fiscal implication to units of local government is anticipated.
