LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 3, 2017

TO:
Honorable John T. Smithee, Chair, House Committee on Judiciary & Civil Jurisprudence

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1532 by Farrar (Relating to posting notice of self-help resources on the Internet website of a state court and in the office of the court clerk.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require court clerks to post links to self-help, lawyer referral, legal aid, and pro bono resources on each court's Internet website and would require the court clerks to conspicuously display a sign with information on the court clerk's resource website in the court clerk's office. In addition, the bill would require the Office of Court Administration to develop and maintain a self-help resources website with information on and links to lawyer referral, the State Law Library, the self-help website for the electronic filing system, the programs and services section of the Supreme Court of Texas' website, and any other self-help resource approved by the agency. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

According to the Texas Association of Counties, the fiscal impact to counties is not anticipated to be significant.
