No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code to require that water loss audits submitted by retail public utilities to the Texas Water Development Board (TWDB) be completed by a person trained to conduct such audits. The bill would require TWDB by rule to establish training standards for water loss auditors. This estimate assumes that duties and responsibilities associated with implementing the provisions of the bill could be accomplished with existing resources.
