No fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code allowing a commissioners court by rule to require solid waste collection in the unincorporated area of the county, including the extraterritorial jurisdiction of the county.
The bill would take effect immediately if it receives two-thirds vote in each house; otherwise it would take effect September 1, 2017.
