No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code §223.2011(a) to authorize the Texas Department of Transportation (TxDOT) and/or a regional mobility authority (RMA) to enter into a comprehensive development agreement (CDA) for the Farm-to-Market 1925 project in Cameron County. The bill would amend §223.2011(f) to extend the expiration date for TxDOT or an RMA to enter into a CDA authorized under that section from August 31, 2017, to August 31, 2023.

The bill would authorize TxDOT or the Hidalgo County RMA to enter into a CDA to deliver the project. TxDOT reports that the agency has not identified funding for the project, and the project is not listed in the current Unified Transportation Program. Based on LBB's analysis of TxDOT, it is assumed that any costs or duties associated with implementing the proposed CDA would be accommodated within existing resources and through the allocation of the agency's existing highway planning and construction funds.
