Local Government Impact
According to the Texas Commission on Environmental Quality (TCEQ), the bill may allow for revenue gain and costs associated with the development and sale of groundwater and electric power generation for the Palo Duro River Authority of Texas. The Authority may be required to obtain permits from the North Plains Groundwater Conservation District for production of groundwater from wells within the District's boundaries, however TCEQ assumes these permits should not result in excessive costs to the Authority.
