No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code as it relates to College Credit Programs. Under the provisions of the bill, the Texas Education Agency and Texas Higher Education Coordinating Board would be required to develop statewide goals for dual credit programs. The bill would also require any dual credit agreements between school districts and public institutions of higher education to outline certain provisions related to course credit, goals, academic supports, and the roles and responsibilities of the partners. These agreements would be required to be posted each year on the district and institution of higher education's websites.

It is assumed that any costs associated with the bill could be absorbed within existing resources.

The bill would be effective immediately upon a two-thirds vote of all members elected to each house; otherwise, the bill would be effective September 1, 2017.

Local Government Impact

The Texas Education Agency estimates minimal costs to districts to update existing articulation agreements if they do not already address all requirements under the bill. However, the costs could vary significantly depending on whether agreements have addressed some or all the required components and on whether the district or the institution of higher education would cover any related costs.
